Why 491

The Largest Points Boost Available

Fifteen points from a single nomination. Here is what that means in practice.

+15

That's triple what the 190 adds.

For an ICT professional sitting at 75 points who cannot reach the 95+ required for a timely 189 invitation, the 491's 15-point nomination boost moves their effective score to 90 — placing them in a competitive position within Victoria's regional nomination pool, and well above the effective threshold for most occupations. The 190 adds only 5 points, which moves the same profile to 80 — still short of where it needs to be. The 491 is not a consolation pathway. For the right profile, it is the most direct route to a PR grant.

What You Give Up for 15 Points

The 491 is the right choice for many profiles — but the trade-off is real and needs to be understood clearly before committing.

What ICT and Marketing professionals need to know about the 491

Unlike the 190, the 491 requires you to be currently employed in skilled work for a regional Victoria employer — this is mandatory for nomination, not optional. If you are not already working in regional Victoria (Geelong, Ballarat, Bendigo or similar), you are not eligible for Victorian 491 nomination from an onshore position. The January 2026 round issued approximately 80% of invitations to onshore applicants already living and working in Victoria. Offshore applicants are eligible but face significantly more competition. Additionally, the national 491 allocation was reduced 23% in 2025-26, making competition tighter than in prior years. We assess your realistic prospects at your free consultation — if the 491 is not viable for your current situation, we map the 190, 189, or employer-sponsored pathway instead. Learn about the 190 →

Eligibility

What You Need to Qualify

Both federal and Victorian requirements must be satisfied. The 491 has stricter employment conditions than the 190.

Federal Requirements — Department of Home Affairs

Under 45 years oldAt time of nomination invitation
Competent English minimumIELTS 6.0 all bands or equivalent — Proficient (7.0) and Superior (8.0) earn additional points
Positive skills assessment — mandatoryRequired for all 491 applicants. ACS (ICT), AMI (Marketing), Engineers Australia, or relevant authority. Minimum 12 weeks validity at nomination application stage.
Minimum 65 points (inc. nomination)Base score of 50 before nomination is the theoretical minimum — in practice 70+ base is needed to be competitive
Occupation on eligible skilled listThe federal Skilled Occupations List applies

Victorian Requirements — Critical Differences from 190

Employment in regional Victoria — mandatoryYou must be currently employed in skilled work for an employer physically located in regional Victoria. Virtual offices and Melbourne-based employers do not qualify. This is the biggest difference from the 190.
Annual earnings claim — requiredYou must provide an estimate of your annual earnings in your ROI. This is a key selection factor. Applicants without earnings claims are significantly less competitive than those with them.
Residing in regional Victoria (if onshore)ROIs from applicants in Melbourne or other states are generally not selected. Offshore applicants are eligible but face more competition.
Commit to 3 years in regional VictoriaAfter grant, you must live and work in a designated regional area for at least 3 years to qualify for the 191 PR visa
All ROI claims must be substantiatedVictoria verifies evidence. Nomination applications are refused if supporting documents do not match ROI claims.

Permanent Resident ★
The End Goal

Your 3-Year Road to the 191

The 491 is not a permanent visa — it is the vehicle to the 191 Permanent Residence visa. Here is exactly what those 3 years require.

Subclass 191 — Permanent Residence (Regional)

The 191 visa is available to 491 visa holders who have met the regional residence and work requirements. It grants permanent residency with no state restriction — once the 191 is granted, you are free to live and work anywhere in Australia.

Three things must be satisfied over the 3-year period:

  • 3 years of residency in a designated regional area. You must be physically based in the region — not commuting from Melbourne.
  • 3 years of work in the regional area. Must be for an employer physically located in the region. Your occupation does not need to match your nominated occupation.
  • Minimum taxable income of approximately $53,900 per year for each of the 3 years. Tax returns are the primary evidence source. Income threshold is reviewed periodically.

Common Questions

Frequently Asked Questions

The 491 adds 15 points to your federal SkillSelect score through state or territory nomination. This is triple the 5 points added by the 190 visa, and is the largest single points boost available in the skilled migration points test. For an applicant with a base score of 75 points, the 491 nomination brings the effective score to 90 — significantly improving invitation prospects.

Yes — you must live outside Melbourne's metropolitan boundary. Regional Victoria includes Geelong (approximately 1 hour from Melbourne CBD), Ballarat (1.5 hours), Bendigo (1.5 hours), and all other areas outside the metropolitan region. Geelong in particular offers a strong employment market across healthcare, professional services, and an emerging technology sector. You cannot commute from Melbourne — you must establish genuine residence in the regional area.

Yes — this is the critical difference from the 190 visa. For Victorian 491 nomination, you must currently be employed in skilled work for an employer physically located in regional Victoria, and you must provide an estimate of your annual earnings in your ROI. A virtual office does not qualify. Applicants who are unemployed, in non-skilled work, or employed by a Melbourne-based employer are not eligible for Victorian 491 nomination. If you don't currently meet this requirement, the 190 may be more accessible — see our 190 pathway page.

After 3 years of living, working, and earning a minimum taxable income (currently approximately $53,900 per year) in a designated regional area, you can apply for the Subclass 191 Permanent Residence visa. Once the 191 is granted, you are a full Permanent Resident of Australia with no regional restriction — you can live and work anywhere in the country. The 4-year pathway to Australian citizenship then applies from your PR grant date.

Yes — Victoria charges no fee for state nomination under either the 190 or 491 program. This makes Victoria one of the most cost-effective nomination states in Australia. By comparison, New South Wales charges $330, South Australia charges $381, and Queensland charges $310 for nomination. The federal visa application fee is separate and payable directly to the Department of Home Affairs — this is not affected by which state nominates you.

Yes. You can submit one SkillSelect EOI that selects both the 190 and 491 visa subclasses. Your ROI submissions to Victoria are separate for each visa type, but submitting both maximises your chances of receiving a nomination. If Victoria nominates you under the 190, you receive permanent residency immediately. If under the 491, you have a clear 3-year pathway to the 191 PR. Many clients run both in parallel — we map the optimal dual-pathway strategy at your free consultation.
