This is triple the 5 points added by the 190 visa, and is the largest single points boost available in the skilled migration points test. For an applicant with a base score of 75 points, the 491 nomination brings the effective score to 90 — significantly improving invitation prospects.
Yes — you must live outside Melbourne's metropolitan boundary. Regional Victoria includes Geelong (approximately 1 hour from Melbourne CBD), Ballarat (1.5 hours), Bendigo (1.5 hours), and all other areas outside the metropolitan region. Geelong in particular offers a strong employment market across healthcare, professional services, and an emerging technology sector. You cannot commute from Melbourne — you must establish genuine residence in the regional area.
Yes — this is the critical difference from the 190 visa. For Victorian 491 nomination, you must currently be employed in skilled work for an employer physically located in regional Victoria, and you must provide an estimate of your annual earnings in your ROI. A virtual office does not qualify. Applicants who are unemployed, in non-skilled work, or employed by a Melbourne-based employer are not eligible for Victorian 491 nomination. After 3 years of living, working, and earning a minimum taxable income (currently approximately $53,900 per year) in a designated regional area, you can apply for the Subclass 191 Permanent Residence visa. Once the 191 is granted, you are a full Permanent Resident of Australia with no regional restriction — you can live and work anywhere in the country. The 4-year pathway to Australian citizenship then applies from your PR grant date.
